Undoubtedly, this idea about the system of government changed a little during the time of Hazrat Osman (R). However in spite of this change it remains a part of Islam as a whole.
When Hazrat Osman (R) was eighty years old, he was entrusted with the responsibility of caliphate. Marwan took advantage of his old age to pursue anti-Islamic policies in many areas. On the other hand, due to the tenderness of Hazrat Uthman, his unusual affection and affection towards his relatives, some steps were taken which seemed to be especially offensive to the Companions. These measures have provoked extremely adverse reactions. The horrific turmoil and chaos that resulted from this severely damaged Islam.
He gave two hundred thousand dirhams from Baitul Maal on the day of his marriage to Haris Ibn Hakam, son-in-law of Hazrat Uthman (R). The next morning, Zayd ibn Arqam, the treasurer of Baitul Maal, came to the caliph with tears in his eyes and asked him to relieve him of his duties. He asked her why she wanted to resign because she had donated to her son-in-law from the Muslim treasury. Hazrat Uthman (R) said with surprise Ibn Arqam. Are you crying because I have been kind to my relatives? The person who has a strong feeling about the vitality of Islam, the answer given to this question is not Amirul Muminin! Not that I am weeping at the thought that you did not accept this money in return for the huge amount of money that you used to give to the Muslims during I swear to God, even if you gave him one hundred dirhams, it would have been more. Hazrat Uthman became angry with the person whose conscience did not consider it proper to spend even one hundred dirhams for the relatives of the caliph and said Ibn Arqam you leave the key. I will definitely get another guy.
Such examples are found in many of Hazrat Osman. He once gave six lakhs to Zubayr, two lakhs to Talha and one-fifth of Africa to Marwan ibn Hakam. When a group of Companions led by Hazrat Ali strongly objected to this, the Caliph replied that I have many relatives and I should be kind to them. People called this answer more offensive and asked, "Didn't Abu Bakr and Omar have any relatives They got angry and left and said, "By God!" If so, those two policies are more important to us than your policy.
Apart from wealth, the condition of position and service was such that it rained like rain on the relatives of Osman (R). One of them was Hazrat Muawiyah. Osman (R) extended the boundaries of Muawiyah's kingdom to include Palestine and Hems. He made him the commander-in-chief of the whole army and paved the way for him to become the claimant of the caliphate against Hazrat Ali by asserting his full financial and military strength. Among the relatives who benefited from the service were Hakam ibn As, the son of the Prophet (peace be upon him) who was rejected, his son Marwan ibn Hakam and his half-brother Abdullah ibn Saad ibn Abichharah. He made Marwan his chief vizier.
The Companions would rush to Medina again and again, thinking of the inevitable dire consequences of all these activities, and would try to protect the Islamic customs from being distorted and the Caliphate from danger. But the condition of the caliph was that he had no control over Marwan due to old age and weakness. It is true that there is no room for doubt or accusation about the existence of Islamic ideology in Hazrat Osman (R). But at the same time, it is difficult to say that he is perfect. The reason for the mistake, in our opinion, is nothing but the mental abnormalities of Marwan's wazrat and Hazrat Osman's old age.
Hazrat Osman (R) replied: I know that people also say what you have said. Listen, I swear to God, if I were you, I would not condemn or criticize you, and I would not leave you helpless in the face of criticism. I wouldn't object if you showed kindness to your relatives. Why help the poor and needy? Why did Omar (R) appoint those whom he used to appoint as governors? Ali, I swear by God, do you not know that Mughira Ibn Shoba is in that position?
