In the first speech that Hazrat Uthman Radiyallahu Ta'ala Anhu delivered after the pledge, he said, "Listen, I am not the inventor of the new path to follow." Know that after following the Book of Allah and the Sunnah of the Prophet (peace and blessings of Allaah be upon him), I have promised you three things. I will abide by the policy which you have mutually agreed upon before my caliphate.
In matters where no policy approach has been decided before, I will determine the approach of the welfare seekers in consultation with all. Three: I will refrain from interfering with you until it is necessary to take action against you in the eyes of the law.
He said, "Be careful, I will act according to the Book of Allah and the Sunnah of the Prophet (peace and blessings of Allaah be upon him). You have this right over me." I will conduct your business according to the authority ordained by Allah. I will wish you well even when you are invisible.
After reading this edict in a public meeting, Hazrat Qays Ibn Sa'd declared: "If I do not treat you this way, I have no obligation on you." Hazrat Ali (may Allah be pleased with him) wrote to a governor: Do not create a long barrier between you and the people.
Obstacles between the ruler and the ruled are indicative of narrow-mindedness and lack of knowledge. As a result, they do not know the real situation. Small things become big for them, and big things become small. For them, good appears to be evil, and evil takes the form of good; Truth becomes a mixture of lies.
Hazrat Ali (may Allah be pleased with him) did not stop at saying this, he did the same thing. He himself used to go to the market of Kufr with whips, forbid the people from injustice, and give instructions of justice. He used to go around every market to see if the traders were cheating in their work.
As a result of this daily commute, no stranger could see him and imagine that the Caliph of the Muslim world was walking in front of him. Because, no identity of the king could be found from his clothes, no guard would run to make way for him.
Once Hazrat Omar (may Allah be pleased with him) publicly declared that I did not appoint governors to beat you and snatch your wealth. We have appointed them to teach you the religion and the way of the Prophet. Let someone complain to me that this instruction has been used against him.
I swear by Allah that I will take revenge from his governor. In it, Hadrat Amr ibn al-As, the governor of Egypt, stood up and said that if anyone became the ruler of the Muslims and killed them to teach them manners.
Will you take revenge on him too? Hazrat Omar (may Allah be pleased with him) replied: Yes, I swear by Allah, I will take revenge from him too. I have seen the Messenger of Allah (peace and blessings of Allah be upon him) take revenge on his own self.
