A lot of these is dependent on government policies, but with many of these nations battling with hydra-headed corruption problems it becomes almost difficult to do this.
For many households struggling with low incomes, it becomes difficult to be involved in any form of investment if you're not sure of what the future holds. This leaves a large percentage of the population in a state of financial uncertainty.
Policies have to be made to tackle the problem because a population shouldn't be scared to invest into its economy.
