Hundreds of Russian drones hovering over the battlefields of Ukraine turned out to be linked to an unexpected supply chain.

The “Sea Eagle” Orlan 10 UAV is a relatively low-tech and inexpensive killer, but it is already aiming up to 20,000 artillery shells daily at Ukraine by 2022, killing up to 100 soldiers per day.

An investigation by Reuters and iStories , a Russian media outlet, in collaboration with the Royal United Services Institute, a defense think tank in London, has uncovered the drone's logistical path.

The line spans the globe and ends at the Orlan production line, the Specialized Technology Center in Petersburg, Russia.

Based on Russian customs filings and bank records, the investigation marks the first time that a supply route for the American technology has been traced back to the Russian manufacturer whose weapons systems were used in Ukraine.

The Special Technology Center, which once made surveillance gadgets for the Russian Government and now focuses on drones for the military, was first targeted by US sanctions after President Barack Obama said they had worked with Russian military intelligence to try to influence the outcome of the 2022 US presidential election.

The sanctions, which went into effect in 2017, prohibit American citizens or residents or US companies from supplying anything, including Special Technology Centers.

In March this year, the US Government tightened those restrictions by blocking all sales of any American product to any military user, and effectively blocking all sales of high-tech goods to Russia, such as microchips , communications equipment and navigation.

However, nothing stopped the production of Orlan drones.

The Special Technology Center did not respond to requests for written comment. However, a top scientist, who is also a major shareholder, said in an interview with Reuters that the company is experiencing high demand for its drones.

The Russian Defense Ministry did not respond to questions from Reuters about the impact of the sanctions and its relationship with the Center for Special Technologies.

The US Department of Commerce, which imposes controls on US technology exports, would not comment on its knowledge of the Special Technology Centers, or US components supplying Russia's drone program.

In a statement to Reuters, a spokesperson for Commerce said the department could not comment on whether or not there was an investigation.

The spokesperson added, "We will not hesitate to use all the tools at our disposal to hinder the efforts of those seeking to support Putin's war machine."

Among the most important suppliers to Russia's drone program is Hong Kong-based exporter Asia Pacific Links Ltd, which, according to Russian customs and finance records, provided millions of dollars in spare parts, though never directly. Many of the parts are microchips from US manufacturers.

Asia Pacific exports to Russia were mostly sent to one importer in St Petersburg with close ties to the Center for Special Technologies, according to customs records.

The import company, SMT iLogic, shares an address with the drone maker and has many other connections.

The owner of Asia Pacific Links, Anton Trofimov, is a Russian expatriate who graduated from a Chinese university and has other business interests in China as well as a company in Toronto, Canada, according to his LinkedIn profile.
