Russian President Vladimir Putin says the threat of nuclear war is growing, but he insists his country is not crazy and will not use its nuclear bombs first. Russia 's number one man insisted that his country would only use weapons of mass destruction in response to attacks. Speaking at the annual meeting of the Russian Human Rights Council (HAM) on Wednesday, Putin also said the war in Ukraine could be a long process. Western officials believe that Putin originally planned a quick victory in his war in Ukraine.
Russia's capacity to use nuclear weapons has come under increasing scrutiny since it invaded Ukraine in February.
"Such threats are growing, it would be wrong to hide them," Putin said while talking about the prospect of nuclear war.
But he stressed that Russia under no circumstances would use weapons first, and would not threaten anyone with its nuclear arsenal.
"We are not crazy, we are aware of what nuclear weapons are," he said.
"We are not going around the world brandishing this weapon like a razor," he said, as quoted by the BBC , Thursday (8/12/2022).
Putin also claimed that Russia has the most modern and sophisticated nuclear weapons in the world, and compared its nuclear strategy with that of the United States (US), which he said has gone further than Russia by placing its nuclear weapons in other regions.
"We don't have nuclear weapons, including tactical ones, on the territory of other countries, but America has them—in Turkey, and in a number of other European countries," he said.
Putin has previously insisted that Russia's nuclear doctrine only permits the defensive use of nuclear weapons.
Seemingly aware that his plan to claim victory within days of invading Ukraine had failed, Putin acknowledged war could be a "long process".
However, he said the results have been significant—for example, new territories that Russia claimed jointly after the referendum in four Ukrainian regions. Kiev and its Western allies dismiss it as a sham referendum.
He also claimed that the annexation had made the Sea of Azov, which borders southeastern Ukraine and southwestern Russia, as Russia's "inland sea", adding that this was the aspiration of Russian Tsar Peter the Great.
President Putin has compared himself to previous 17th and 18th century rulers.
But—despite claiming the Kherson, Zaporizhzhia, Luhansk and Donetsk regions as new Russian territories—Moscow does not fully control them.
Last month, Russian troops were forced to withdraw from the city of Kherson, the only regional capital they have captured since their February invasion.
