Japan, Britain and Italy agreed to develop a groundbreaking project spanning Europe and Asia, which is Japan's first major defense-industrial collaboration outside the United States (US) since World War II.
The joint project aims to operate the latest and most advanced generation of combat aircraft by 2035, by combining the UK-led Future Combat Air System (Tempest) project, and Japan's FX programme. The project is officially named the Global Combat Air Program (GCAP), the three countries said in a statement, Friday (9/12).

Due to Russia's invasion of Ukraine, as well as increased Chinese military activity around Japan and Taiwan, this project could help Japan counter the military might of its larger neighbour. In addition, this collaboration also gives the UK a bigger security role in a region which is a major driver of global economic growth.
"We are committed to upholding a rules-based, free and open international order, and this is especially important today given these contested principles, and growing threats and aggression," the three nations' leaders said in a statement.
Amid deteriorating regional security, Japan will announce plans for a military upgrade this month, in which Japan is expected to double its defense spending to around 2 percent of gross domestic product (GDP) over five years.
British Prime Minister Rishi Sunak said his country needed to stay on the cutting edge of defense technology, adding that the collaboration could also open up new jobs.
British company BAE Systems, Japanese Mitsubishi Heavy Industries and Italian Leonardo will lead the design of the aircraft. According to the plan, this advanced fighter jet will have the latest digital capabilities using intelligence intelligence (AI) as well as the most advanced cyber defense systems, according to the Japanese Ministry of Defense.
Compatible with NATO
European missile maker MBDA is also expected to join the project, along with avionics maker Mitsubishi Electric. Meanwhile, Rolls-Royce, IHI and Avio Aero will work on the aircraft engine, the Japanese Ministry of Defense added.
However, the three countries have yet to finalize some details on how the project will work, including the division of labor and where development of the jet will take place.
In addition, Britain has also asked Japan to change the way it grants safety clearance to contractors who will work on the planes, a source with knowledge of the discussions told the Reuters team. Other countries could also join the project, Britain added.
The collaboration of the three countries' warplanes is expected to be able to compete with the warplanes flown by other North Atlantic Treaty Organization (NATO) partners. This fighter jet will later replace the Typhoon fighter and complement the F-35 Lightning fleet.
The collaboration plan comes days after French, German and Spanish companies launched the same initiative to build next-generation fighter aircraft. The fighter is planned to enter service in 2040.
The US has welcomed the Euro-Japan collaboration agreement, and has vowed to defend the three countries through its membership in NATO and a separate security pact with its ally Japan.
"The United States supports Japan's security and defense cooperation with like-minded allies and partners, including with the United Kingdom and Italy," the US Department of Defense said in a joint statement with Japan's Ministry of Defense.
Japan initially considered building the advanced fighter with help from US defense contractor Lockheed Martin, which has also proposed combining the F-22's airframe with the flight systems of the F-35 fighter.
