Glenn Phillips was caught on camera applying saliva to the ball during the third day of the Bangladesh vs. New Zealand Test match in Sylhet, as reported by ESPNcricinfo.
The incident unfolded after the first delivery of the 34th over when Phillips seemed to apply saliva twice to the ball before delivering it at the Sylhet International Cricket Stadium on Wednesday.
Despite the visible act, on-field umpires Ahsan Raza and Paul Reiffel chose not to intervene or take any immediate action.
Upon reaching out to an ICC spokesperson for comment, they stated that addressing on-field incidents falls under the purview of match officials, and the ICC does not provide statements on such matters.
As to the amended Law 41.3, which came into effect on October 1, 2022, "Playing conditions were written in most forms of the game stating that applying saliva to the ball was no longer permitted when cricket resumed following the onset of COVID-19." According the MCC's studies, this had little to no effect on how much swing the bowlers were receiving. Sweat was being used by players to polish the ball, and it worked just as well.
The new laws explicitly prohibit the use of saliva on the ball, eliminating any ambiguity surrounding fielders consuming sugary sweets to alter their saliva for application on the ball. The use of saliva will be treated similarly to other unfair methods of altering the ball's condition.
A precedent for such an incident occurred previously when Alishan Sharafu applied saliva during a Nepal vs. UAE ODI in November 2022, leading to Nepal being penalized with five runs.
