If you ever have problems with a fan that's slowed down or not running at the correct level when you change the speed, it's most like y a simple capacitor problem.
The capacitor provides smooth running and they can break down over time.
New replacements cost under a dollar and take 15 minutes to change. Just make sure you buy a replacement that has the same capacitance, measured in micro farads and the voltage rating should be double what your mains supply is.
Save yourself a fortune. Fix first! One screwdriver, one pair of cutters and terminal block. Job done :-)
