I have done more investigating and have a solution so that Blurters who also use noise.cash get to keep more of their tips - so they can also buy more BLURT!
The issue was discussed in this post: Blurters Beware of Noise.Cash Fees
To recap, every tip on noise.cash is sent immediately as a transaction. That transaction has a small blockchain fee. That isn't the problem.
The problem is that when you wish to spend that accumulated BCH, that transaction carries with it data about all those micro-transactions that have been aggregated, and that bloats the bandwidth fee. For a chain that prides itself on having low fees compared to BTC, that's an issue.
The solution is to use a proper BCH wallet. (Thanks and a tip to DrNums)
Now, my heart sinks every time I need to download and create yet another new wallet for yet another coin - but sometimes they have real advantages compared to multi-coin wallets.
The Bitcoin Cash chain does aggregate micro-transactions! Why other wallets don't is worth investigating, but is a technical issue I don't wish to go into here.
So... go to Bitcoin.com and install the wallet for your device and OS.
It will create a new BCH address for you. Don't forget to save your 12-word recovery phrase.
Then copy and paste that new address into the noise.cash "wallet" setting.
Do a test tip - like here - and you should notice how lightning fast it processes!
Now, when you accumulate enough BCH and wish to do something with it, that Bitcoin.com wallet will aggregate all your micro-tips into one and calculate the appropriate low transaction fee.
Also note that Electron Cash wallet can consolidate micro-transactions - read this.
So, the original problem was real enough and the solution fairly simple, although requires a new wallet. But, what do you do with your existing BCH from noise.cash? That's trickier.
Now that you have a proper BCH wallet, you can set up a shared wallet with your own addresses. The real issue is whether you have access to the passphrase from your existing wallet. The other thing is to accumulate new earnings into your new wallet and then transfer those in larger chunks to your existing wallet to trade.
Whatever you do, I don't think there is any way to avoid those relatively high fees for your existing earnings, but you can reduce them for future earnings!

Wow! Well, at the moment I can't see how, but it worked. What actually is this consolidation process?
Without need for an answer, here is what I did:
I had used a Safepal.io wallet for BCH before. It got stuck with about $ 0.90 in tips. I managed to send about $ 0.06 yesterday at an expense of about $ 0.54 of fees to esteemed miners. About $ 0.30 left with no solution in sight but do abandon the wallet. I read a lot of those things flying around, including https://noise.cash/post/12jx9vg6 but it did not help resolving the issue. Yes, I switched to a Bitcoin.com wallet, but the remainders kept stuck.
Today I found your post with the hint of using electroncash.org wallet to do a consolidation with the former Safepal wallet. I first tried to import my seed from Safepal wallet into the Bitcoin.com wallet. No success. Why?
I then took the Electron Cash desktop wallet, but could not import via seed. However, it worked taking the Electron Cash android wallet, importing via seed. Everything was there. Though the following instructions are for desktop. So I managed to export the wallet from android and import this into the desktop app. Including password encryption at its best. On desktop I then did the following and boom!! Problem solved.
