Yes recovery account are use to help individual to access their stolen account, request recovery or change recovery account.
It's important because I see it as a backup plan for the unforeseen circumstances.

To answer your questions:
The recovery account is the one that allows you to "recover", that is, to regain full control of it in cases of vulnerability such as hacking, phishing, etc. Or simply if you have lost the keys originated when you created the account.
The best way to control account recovery is to write the passwords on paper or give them to a trusted friend (Blurt! user) so you can access it at any time.

Personally I have not done it because I have all the keys written and printed on paper from the PC. But it can be important to modify the keys in case of hacking. What is extremely important is never to lose the original keys.
