I can firmly say that to run the witness node you don't need a lot of computing power but you do need a lot of storage. In the first months as a witness I used low cost hardware for this purpose. With a dual xeon you can get much better performance. Preferably SSD disks. After a lot of testing I was able to move my witness to a single processor HP Workstation Z400 and everything worked super smooth.
Blurt will likely not tax this system in the slightest, more going to heavy hardware due to other projects like hive.
