In other words, democracy remains a purely internal affair in human and animal societies, and there is never democracy in foreign or international relations. This is what we have not yet understood. That is why you see us going against the trend, rulers and peoples. The leader is sometimes a thousand times more democratic with foreigners than he is with his people.
As for his people, he is the fiercest, he oppresses, oppresses, persecutes, confiscates, and tramples the green and the dry. Even we, the people, sometimes appear more generous, kind and courteous to the foreigner than we are to each other.
