Wrath and rage go hand in hand, for those in power this will see an action cause great dismay and displeasure. Wrath is often inflicted in retaliation of negative events but its also used in punishment.
Punishments seems excessive but even the most selfish people will warrant or inflict wrath upon people. Not everyone is wrathful, this is a quality reserved for certain people with traits that seek to harm within certain reason.
Wrath should be reserved and applied in less than common scenarios for it is a measure that is sure to be seen as repercussion and repayment.
