Rand Paul attempts to grill Fraudci, who barely breaks a sweat.
Look at this for a Fraudci admission (edited for brevity and clarity):
RP: The NIH continues to refuse to voluntarily divulge the names of scientists who receive royalties, and from which companies, over the period of time from 2010 to 2016. 27,000 royalty payments were paid to 1800 NIH employees. We know that, not because you told us, but because we forced you to tell us through the Freedom of Information Act. Over $193 million was given to these 1800 employees. Can you tell me that you have not received a royalty from any entity that you ever oversaw the distribution of money in research grants?
Fraudci: um well first of all let's talk about what's the question...
RP: No! That's the question: have you ever overseen (or) have you ever received a royalty payment from a company that you later oversaw money going to that company?
Fraudci: [waffles] well...
RP: Thing is, why don't you let us know? Why don't you reveal how much you've gotten, and from what entities? The NIH refuses! Look, we asked them [..] and they refused to tell us. They sent it REDACTED! [repeats question]
Fraudci: OK, so let me give you some information. First of all, according to the regulations, people who receive royalties are not required to divulge them, even on their financial statement, according to the Bayh-Dole Act! So let me give you some example from 2015 to 2020. [lists some pathetic amounts]
RP: It's ALL REDACTED and you can't get any information on the 1800 scientists!
One huge problem with these committee hearings is that the rules for time allocations means it is far too easy to stall the questions and just sit and let the time elapse. Rather like a school child knows that eventually the teacher will stop the humiliation.
So, open government! The NIH answers a question by... redacting the actual answer. So, they sent a document as a response to an FOI request, but deleted the actual answers within the document!! WTF.
All of which seems, according the Big Fraudci, to be LEGAL according to the Bayh-Dole Act that he cites as a defence for his silence.
Never mind the rest of the grilling about kovid, this is the state of the business of science in 2022.
