I agree with you to a large degree. With that said I do think we are a part of karma in a way through our actions or lack thereof.
For example if we see someone out in the yard stealing our catalytic converter from under our car we could react violently and come charging out of the house barring a kitchen knife and yelling in anger. (Unadvised, lol.) Or we could call 911 and let the police deal with it or we could just do nothing.
There is always some rational behind any of our choices and I think they do result in some kind of karma. (Additionally, our habit energies and karma are factors in the choices that we make.) Even if we choose to do nothing we know that unless the thief changes course something bad is likely to happen to him.
I think we do get ourselves in trouble when we try to say what someone else's karma should be especially when we act as a society. Perhaps societal actions like killing people are not normally part of karma. I'm certainly no expert in any of this and could be a bit confused about it.
If Karma is a thing we have to start worrying, because out there are powerful people untouched despite of their evil doings.
What I believe is the best form of Karma, it is God's ultimate justice which will not leave every stone unturned believe it I told ya'll.
