NIGERIA BIAFRA CIVIL WAR: WHO PROVOKED THE WAR?

A concerned fellow.
My question will be drawn from this sentence. "Jus ad bellum" , meaning, "justification of going into war".
NIGERIA/ BIAFRA CIVIL WAR 6TH JULY, 1967 TO 12/15TH JANUARY, 1970. Bearing in mind of 1966 Military Coup between 15th January and 29th July, and Araba riots of 29th May, that spreaded in the Northern part of Nigeria. Particularly in Kaduna state, and other attacks that led to popular 1966 pogrom which later resorted to the declaration of the Sovereign State of Republic of Biafra Nation, inside the already existing country called Republic of Nigeria.
Having considerd all this, then, who do you think actually provoked the war?
NIGERIA OR BIAFRA?
