These are all questions that worth pondering.
There is nothing wrong between sharing someone else's ideas or simply borrowing provided you give credit to the original work.
For a writer, copying is often not really plagiarism.
It is simply a natural instinct and good practice to see how others have done something or written something before trying to emulate them.
Many times, one would see writers say that they want to write a book in their own voice.
It is an attempt to break from the "formula" or the "pattern" and use their own unique voice.
While sometimes it is an admirable attempt, to follow the trend but seems to be that the writers using their own voice are also trying to sound different from the "inspiration" they take from is Plagiarism if not given credit to.
The tag plagiarized content would be given to the case, it can be said that they are indeed stealing from the original.
This is okay as long as it is used properly.
