The public inquiry into the federal government's use of the Emergencies Act begins on Thursday. Dozens of witnesses, including Prime Minister Justin Trudeau and high-profile convoy organizers, are expected to testify. The Liberal government invoked the act on Feb. 14, granting to police extraordinary temporary powers to clear people out of downtown Ottawa.
