If the situation becomes such that there is no way to get even his own right without paying a bribe or he has fallen into such an oppression that it is not possible to get rid of it without paying a bribe, then he should have patience and forbearance until Allah is with him. Haq gave a good way to get and freedom from oppression.
For this reason, if the path of bribery is followed, the one who accepts bribe will be guilty. In such a case, the bribe-giver will not be guilty if he uses all the other halal ways as a last resort without getting results, and if he can only get rid of the oppression and fair rights from himself and not interfere in the rights of others.
Some scholars have cited these hadiths as evidence to support this view, stating that a group of people embraced the Prophet (peace be upon him) in order to receive sadaqa. Then he would give them something even though they were not entitled to anything. It was narrated on the authority of Umar that the Prophet (peace and blessings of Allaah be upon him) said: Hadrat 'Umar said: When you yourself know that it is fire for him, why do you give it to him?
He replied: What shall I do? They keep on asking and holding on in such a way that they cannot be released. And Allah does not want great glory that I should be stingy.
The Prophet (peace and blessings of Allaah be upon him) used to give some money to the candidate knowing that it was a fire for him.
