There were three steem2trx which got stuck in "Pending Sent", and I had to refund it:

It seems that the API call to trongrid for sending out transactions (in TRX) failed with 403 - and this may seem the API call got rate limited.
And I log in to TronGrid API Dashboard and everything seems normal.
