Burn Bot. Algorithm Update

Current Algorithm

Beneficiary % * PowerDown * LiquidBlurt

Beneficiary % - % for null set by user
PowerDown - is account powering down? (no = 1, yes = 0.75)
LiquidBlurt - is account using BLURT liquidation service? (no = 1, yes = 0.5)

eg. you set 50% for null, you are powering down, not using liquidation service

my upvote = 50 * 0.75 * 1

in this case burning BLURT may be not profitable, especially when you are getting big upvotes from other curators

I will add more factors, then authors who accumulating BLURT power, have a large number of followers, etc. will receive higher upvotes
