Step 2 : Now you can search a name and Press submit.

Step 3 : That's all here you can see the time remaining for the BP to get back to 100% again.

You can see that @tomoyan blurt power is 50% and it will take 59 hours and 26 minutes to get back to 100% again.
This means that In order for him to see the 100% again he must not vote for the next 59 hours.
