You want the best or the most popular? If it's popularity you're looking for than that's Bootstrap, but to me it seems incomplete.

If you want the best that's Tailwind in my opinion, but there's a lot of configuration you have to do with this one, plus there are no pre-implemented components like with UIkit and Bootstrap.

And then there's UIkit which I use and I think strikes a balance between Bootstrap and Tailwind. You get a lot more components, but also a pretty powerful set of utility classes so you can customize those components.

Does it have to be 100% functional, ready to go or just UI design?

Just UI, you can also do no code at this stage. Just a Photoshop or XD mockup and you're good to go for the contest

Mine is not ready yet, plus I don't know how to use any of the fancy tools like Photoshop. The way I design things is through code, so each day after work, I'm working on my submission. I make it with Vue.js and UIkit.

Me too. Mockups are easy and fast but most of the time they fail because they don't work. I like "working" mocks like your style and I "design" that way too.
