Yes. It's technically possible.

There is actually a mechanism in place to hide certain accounts completely (this was part of the code copied from the Steem version and not something that was added). And its reason for being is for compliance with GDPR laws in the European Union. If someone wants their blog to be unpublished, we need to have a way to do so. So far that has only been used once on Blurt. There was a user who requested that their blog be hidden.
