I believe that is a system of storing code examples, alongside data so that you can learn to manipulate the data with the code. I believe they are called jupyter notebooks.
Yes. It is like Github or Gitlab but with the possibility to interact "live" with sourcecode.

Jacob is right about what is jupyter notebook but i can't remember but i think someone told me that a new platform name jupyter might come soon.
