Yepp, that will not be counted. Only community-voted accounts will be added to the coal list and can be appealed if a wrong account is added, or the one added improves their content.
Also, there is active development going on for a more enhanced version for reporting and managing the coal list, which would be live probably next month.

Authors get paid when people like you upvote their post.

What does it means with community-voted account? does it an account which get a vote from a community curator?

Community means, let say you are a user browsing through blurt.blog and find some accounts or just one account posting spam or plag content. So, you inform in discord or here in a post or just a comment on https://blurt.blog/@endplagiarism posts. But with proof as someone can intentionally report some account.

So, anyone from the team verifies and see if the account is really doing spam or plag and add them to the list.

So, in short community voted means, community reported.

oh I see, i miss understood that. I tough that the spam or plagiarist post which got a vote from a community which then get banned, or muted.
