Today I am going to introduce a kind of rice that is completely local and traditional and has a long history in a city, which is very interesting and popular. "Soutdi poloo" (rice cooked with milk).
The name of this food is a special name.
This type of rice is prepared only in Ardabil province, one of the northwestern and mountainous cities of Iran.
It is always fried with smoked fish or trout or other types of fish with raisins and dates.
- In Turkish language, "Sout" means "milk" and "Poloo" is cooked rice .so "Soutti Poloo" is a food that is mostly prepared for "Chaharshanbe Soori" and "Eid-e-Norooz" ceremonies in this region.
Chaharshanbe Soori is translated into English as Fireworks Wednesday.
Chaharshanbe Soori(Fireworks Wednesday) is one of the Iranian festivals that is held from the evening of the last day of Tuesday from March until after midnight until the last Wednesday of the year, and lighting and jumping over the fire is its main feature.
The event will be held in parts of Azerbaijan, Afghanistan / Tajikistan / Turkey / in the last week of March.
If you have never tried this food and there is smoked fish in your city or country, I suggest you prepare it at least once.If you do not have smoked fish, you can cook it with other fish.
Smoked fish
Smoked fish is a kind of salty fish that is rolled in salt and kept in a smoky room for several hours in order not to spoil and taste better.
The smoking process is done for long-term storage and to prevent food spoilage.
One of the most widely smoked substances is fish, which must either be frozen or smoked after fishing in order to be used in the long run.

Ingredients for making "Soutdi poloo" (rice cooked with milk) and smoked fish :
Smoked fish: a few pieces or a whole fish
Rice: 2 cups (per person)
Oil: 2 to 3 tablespoons (for cooking rice)
Salt: As needed
Milk: 2 cups (per cup of rice)
Water: for boiling fish
Steps to prepare "Soutdi poloo" (rice cooked with milk) and smoked fish :
Wash the fish and put it in a container full of water for at least 30 to 1 hour
Then boil the fish in a zinc or aluminum pan with water
It is salty, considering that smoked fish has become a salt of profit
So if you tasted it and the salinity was high for you
Change the water and boil it again
Try to boil the fish for a maximum of 30 minutes, no more.
Because fish cooks very quickly
After the fish is cooked, take it out of the pan and peel it
If your fish has razors, remove them as well
Your smoked fish is ready
1- To make rice, you must first wash the rice and let it soak in water and salt for one to two hours. Then rinse again to remove salt salinity.
2-Put the rice with milk, a little salt in a saucepan and put it on the heat. Note that the lid of the pot should be left open so that the milk does not leak.
3-Then add oil or butter to the pot. When the milk is completely absorbed, put the lid on the pot and let the rice simmer for 20 minutes.

In the preparation of this type of rice, milk is used only instead of water.
Note that the amount of milk should be two fingers above the rice.If you want the color of rice to be yellow, use saffron or you can add a little turmeric in rice instead of saffron
Or serve it white.When brewing rice, be careful that the rice does not brew for more than 20 minutes, because the bottom of the pot will soon darken and burn.
Due to the salty nature of smoked fish, this food is not suitable for those who have high blood pressure and salt is harmful to them.
