If the user who's post you want voted is not on the Curation Trail or is Powering Down or does not have enough Blurt in their wallet, the link will not be voted.

Just refresh the page. It usually solves the problem.

Instead of refreshing the page, it is better to switch page and then switch back to the Upvote page.
