Also, if this person IS a rapist, (I say IF because I really do not know. An indictment is not real evidence, its just a list of charges. Having charges doesn't make you exactly guilty either. What evidence is there that any rape actually took place? Has there been done a dna rape test? Is their video evidence? Etc?

Of course, if they, or anyone for that matter are openly harrasing another verbatim, that other person has the complete and voluntary choice to take action to oppose what is being said in taking open discourse and debate or just ignore and block them.
If it is in person, you can do the same or walk away from them. If they, the one giving harrassment, prevents the other from leaving so that the harrasment can continue, I say the victim can use their right defend themselves, or plead for help. Otherwise carry a tool to help defend themselves physically.
