A 16-page FBI study linking 9/11 hijackers to Saudi nationals living in the United States has been declassified by the Biden administration. The memo, prepared in 2016, outlined Operation ENCORE, an FBI investigation into those ties.

The largely redacted study reveals a tighter contact between two Saudis in particular — one of whom has diplomatic status — and some of the hijackers than previously known. Families of 9/11 victims have been looking for the study for a long time, as it depicted a very different picture from the one painted by the 9/11 Commission Report in 2004.

While the panel was unable to establish a direct link between the Saudi men and the hijackers, the FBI dossier outlines several connections and phone calls.

"With the active, knowing backing of the Saudi government," he stated, "this paper, coupled with the public information acquired to far, gives a blueprint for how al-Qaida functioned inside the United States."

The Saudi administration has always maintained that any ties between Saudi nationals and the hijackers were purely coincidental, citing years of fighting al-Qaida in tandem with the US.

"No evidence has ever emerged to suggest that the Saudi government or its officials had prior knowledge of the terrorist assault or were in any way engaged in its planning or execution," the Saudi Embassy stated in a statement. "Any claim that Saudi Arabia was involved in the September 11 terrorist attacks is totally incorrect."
