Why must to pay for every action on BLURT?

There is something that I trying to understand ...
Why must to pay for every action on BLURT?
I guess that is in the first place a kind of protection against bad actions.
But even that I try to think in this way I guess that has a clear intention behind this. An intention that I cannot reach.
Just who created this process knows how and why created that process.

For every action, you must pay...

For...
Operations Flat fee 0.001 BLURT
Bandwidth fee 0.01 BLURT

And...
To post: 0.001 BLURT
A comment: 0.003 BLURT
To follow someone: 0.002 BLURT
To upvote: 0.002 BLURT
To make a transfer: 0.002 BLURT
To make a delegation of value: 0.002 BLURT
To REBLURTS: 0.1 BLURT

To post that one: "This operation will cost you 0.015 BLURT"

I didn't do a deep study about that its just some observation that I'd done. But I really would like to understand Why?

The sibling blockchain or its source blockchain, STEEM, doesn't work like that. Why BLURT works that way?

The "main" philosophy that I'd read before about "Money for the enemies" is that something that doesn't correspond with its procedure.
