I've been wondering, where do the Blurt fees go? Do they go to the witness who mined the block? That would make the most amount of sense but I looked at a witness account and it didn't go high up even when there were some high fee transactions in the block.

When fees were introduced, they went to the DAO fund. In the next HF after that it was changed so that fees are burned instead, and it remained like that since then.
I agree that it would make sense to add it to the witness pay since the cost of operating a witness node goes up as more data gets added to the chain.
It would be really nice, since it would help them with their costs, but more importantly, it should promote more people to start witness miners and Blurt should be more decentralized.
