yup , it can be one person or group of person. but i would say whosoever he/she is , has bought the blurt at the right time.

It appears mostly blank except for top banner. When I try to login it just says LOADING on the same blank page. I cleared my cache and the same thing happening still.
Have you tried using a different device or browser?

That is easy, it is because the chain works with vests and the interfaces work with Blurtpower which is derived from Vests, on Steem approx 2100 Vests make up 1 Steem Power, on Blurt vests and blurt are almost 1:1 but not exactly 1:1, there are some decimals. @jacobgadikian @cryptomancer is there a way to tweak that in the upcoming HF for a better user experience?
So in the example above how many blurt were actually added to my account 5671.457 or 5280.346709

Chance of that being addressed is near zero.
The block explorer reports the VESTS amount but displays the BP symbol. And right now, 1 VEST is equal to approximately 1.01542 BP. You're not missing any BP. It's just the block explorer displaying the wrong symbol. It should say that you claimed 5280.364709 VESTS.

you could create something like that if you'd like. I was looking into getting w blurt onto serum on Solana but I'm quite glad that I didn't. Still, blurt is totally permissionless and you can do as you'd please.
As for what you say about "serious investors"-- Well so the blurt that I powered up was actually just about a third of what I bought. I'm buying blurt at every exchange...
