There is no set date right now. 50/50 is part of the next HF. There is also talks of switching to a linear reward curve instead of the current one. That's not decided on yet. But the 50/50 is for sure.

The simple answer is that small votes will be worth more.
Right now we're using the convergent linear reward curve, which is the same curve that is used on Steem and Hive since the Steem HF21. Prior to that, Steem was using the linear reward curve.
When they switched to the convergent linear curve on steem, it had the effect of cutting reward values in half for small votes. A vote worth 0.02 SBD on the linear curve was only worth 0.01 SBD on the new curve. It was supposed to discourage self-voting with a bunch of alt accounts, but it also had the effect of lowering the rewards for posts that had under 40 STEEM worth of rewards, and making the rewards bigger for posts that had higher than 40 STEEM worth.
So I'm not sure what effects it will have on Blurt, but I know it will make it easier for those who don't have a lot of BLURT power to give out votes that are worth something. And it will make it possible to use smaller vote percentages and spread the votes around more.

100% powerup. I have heard that 50% powerup/50% liquid blurt is on the the next HF.
