Backup Return Proposal and General Guidelines

Blurt Core has issued this proposal to be a backup return proposal, we believe this to be a new best practice because proposals can be canceled by the issuer and we wouldn't want a case where the pool is left wide open without a return proposal, so an auxiliary return proposal from a trusted source makes a lot of sense.

All proposals with vote participation greater than this and the other return proposal will receive funding. Blurt Core will vote for this proposal only with its one account @socialgraph and team personal accounts for the time being and reserves the right to vote with other official accounts if necessary.

The idea is that since the proposal system will be freshly opened up to the community, @socialgraph will also vote for proposals that the Blurt Core team deems to be a good fit for the community, our voting account will thus act as a baseline vote for proposals we feel pass our preliminary guidelines detailed below.

Once passed our minimum criteria, the community can then vote and rank them accordingly, some may still not receive funding if higher voted proposals receive all the funding first.

Be aware that only original stake affects proposal voting, delegations received don't count. Witness proxy voting affects voting as well, if you proxy to someone else, they will have your full Blurt Power proxy to vote proposals on your behalf and your won proposal vote won't count until you cancel the proxy.

We are looking to deprecate proxies on the next hard fork so this shouldn't be an issue much longer.

Proposal Guidelines

  • Write a general discussion post and gauge community sentiment on your idea before making an official proposal, once you have established the community is mostly in favour, then go ahead and create your proposal with a link to your discussion post in the body.

  • It is preferred that some deliverables are already provided as a show of faith, for example, a Gitlab link to code that you have already started to develop.

  • Provide as much evidence as possible, supplier invoices/quotes, contact details of supplier for verification etc.

  • Have defined and tangible targets rather open-ended collection proposals for a project with a yet-to-be-determined future cost.

  • Be mindful of the amount of funding you are requesting, the proposal system only pays out approx. 326,000 BLURT per month, just under 11K per day so ensure that you make allowance for other proposals to co-exist.

  • Declare your collateral. If you are a witness state that fact, or make mention of how much Blurt you have powered up or follower count and proof of active engagement for social status collateral.

  • If the proposal is a development project please ensure it is open source and a repo created at https://gitlab.com/blurt/openblurt

I can't agree more on the last guideline, it's very much important in bringing up a proposal... Especially the proof of active engagement 😊

I would have say it's a perfect guideline since I don't have any to add to it but anyone could come up with an amazing idea so there's always room for more.

Well done to the team behind all this, I hope this calls for better management in blurt 🙌

Nice Idea to have guidelines known for this. It will ensure quality and credibility as no one with no serious proposal would want to go through all the trouble if they are unsure of how far they can go with it.
And reverse for the ones with really good ones that know it can take blurt to the moon .
And as @merit.ahama rightly said the last guideline is a really good one..

I still didn't get the idea about return proposal.

it raises the bar for the minimum number of votes required for approval of any future proposals

for example

if the return proposal gets 3.5 million blurt-stake votes

then ALL proposals (going forward) must get at least 3.5 million blurt-stake votes

Another return proposal. What a dumb idea. Stop messing around with fake stake. Return it to DAO.

Let me ask you again, what are you planning to do with 45 M BLURT (initblurt/socialgraph) after hardfork? Will it be returned to DAO?
