that's how it works, except that there is a dilemma here resulting from the very nature of people who are silent.
Well, ordinary people do not want to get involved in conflicts and want to live their own lives. They do not have excessive ambitions in connection with establishing the rules of the game. Often they also simply fight for their own and are afraid to react to injustice because they do not want to escalate. This is because most people do not have a narcissistic lust for power or ambition to play the Gestapo. They live their lives, they want to grab a few coins to buy something extra for the family or have for a trip... hence their passivity.
The same trait that makes most people not have psychopathic tendencies to exercise power also makes them passive and ultimately makes them victims of their passivity.
The problem is the conflict of predators versus prey.

Most people are like antelopes and a few are like lions.
