Flag spammers/abusers
This is a matter for each frontend developer individually. I personally do not accept such solutions as causing more harm than good. Spam should be fought by discouraging spammers as an unprofitable activity for them instead of by flagging and banning.
BBD (Blurt Backed Dollars) like SBD or HBD, a stable coin. If it could also be staked for short term (like HIVE = 3 days unstaking period) and get an interesting APR, that would add great value in my humble opinion... and this may need something like:
it will never happen. BBD was not introduced on purpose due to the manipulative nature of Stable coins. Generally, most current witnesses agree that this is a harmful solution.
as for APR on blurt tokens, that's a different issue. I have an idea myself and it is related to limiting spam, but that's not a topic for now.
Funding system like HIVE (why not to imitate things that just work).
we have a DAO system although it has worked badly so far and it will be fixed, removed or changed in principle in the next HF. (voting is ongoing) There are many reasons to do this.

I see your point about flagging spammers/abusers and that this is a frontend issue. Well It would be great that using a blacklist frontends could "flag" which I mean, point out them as spammers/abusers so people don't vote them...
I don't se why a stable coin is harmful, maybe I have not the enough tech knoledge to understand it...
I didn't remember about the BDF, my fault, so bussy in real life, sometimes I forget stuff.
Witnesses should be more active comunicating what's going on.
