Maybe, the Cheifs don't actually have authority over any one else, they are honorary titles which people chose to follow as they wish.

The Ojibwe did have a logical political organization, but lacked in central authority, since no head chief could obtain more power than his own tribe and Tribal councils would only occur very rarely.

Yeah. They just kind of move around to where the food is. Completely different lifestyle.
