I was referring to the whole world.

Look up Zomia. It's only over a millennia older, still thriving, and over 100 million people.

Then there's a few more times in history, in the last 100 years when anarchist societies formed..

Maybe, the Cheifs don't actually have authority over any one else, they are honorary titles which people chose to follow as they wish.

The Ojibwe did have a logical political organization, but lacked in central authority, since no head chief could obtain more power than his own tribe and Tribal councils would only occur very rarely.
